How to Secure Certificate of Good Conduct for Filipinos Required to Get from the Philippines

UAE Cabinet Decree 1/8 of 2017 requires that those coming to the UAE for the purpose of work has to obtain the "Good Conduct and Behaviour Certificate as a requirement to receive a work visa, starting from February 4, 2018.
The certificate should be issued from the applicant's home country, or the country of their residency for the last five years. It also needs to be certified by the UAE's missions abroad or through the attestation centre of the customer happiness centres of the Ministry of Foreign Affairs and International Cooperation.
The certificate is only be applicable for the worker but not his/her dependents.

Meanwhile, for those who requires the certificate to be secured from the Philippines, the Philippine Consulate General in Dubai has announced the steps on how to secure the Certificate of Good Conduct for new Filipino workers in the UAE, for those Filipinos who are all new foreign workers applying for UAE work visa.

According to the Philippine Consulate's announcement:
"The Certificate of Good Conduct, which is also known as 'No Criminal Record' in the Philippines, must be obtained from the National Bureau of Investigation (NBI). Following the directive of the UAE, the NBI Clearance must be authenticated by the Department of Foreign Affairs and attested by the UAE Embassy in Manila."
For those in Dubai, here are the steps in securing an NBI clearance

1. Secure NBI clearance application form (NBI form no. 5) from the Philippine Consulate. The form is free and not for sale.

2. Fill out Form 5 and go the nearest police station for fingerprinting, which should be rolled impression. The one who took the fingerprint must sign on the form.

3. Return to the Philippine Consulate to have the NBI Form 5 notarised and the apply for a Special Power of Attorney (SPA) authorising your represent in the Philippines to submit accomplished Form 5 to the NBI.

4. Upon release of NBI clearance, your representative will also request for the authentication of document with the DFA, and apply for the attestation of the NBI clearance at the UAE Embassy-Manila.

Requirements to acquire an NBI clearance

1. Accomplished Special Power of Attorney (SPA)

2. Original and photocopy of NBI application form with fingerprint specimen and signature of police officer who processed the fingerprinting

3. One (1) 2X2 ID photo on white background to be attached in the NBI Form 5

4. Four (4) copies of applicant's passport identification page
